कोरोनामुळे असंघटीत कामगार जात्यात तर संघटीत सुपात

देशभरात शहराकडून गांवाकडे मोठ्या संख्येने जाणारे लोक पाहतांना खूप आश्चर्य वाटते.कारण गांवात कोणताही रोजगार नाही म्हणूनच शहराकडे गेलेला हा असंघटीत कष्टकरी कामगार आज कोणत्या आशाने गांवाकडे जात आहे.गांवात गेल्यावर त्याला सन्मानाची वागणूक मिळेल?.गावातील स्वताला सुवर्ण समजणारा समाज माणुसकी दाखवील?.गांवातील पोलीस पाटील,सरपंच,ग्रामसचिव प्रशासकीय एकूण यंत्रणा त्यांची नोंद घेईल?.गांवात त्याचे स्वताचे घर असेल,पाणी,लाकडे इंधन, सर्व मोफत मिळेल.पाहिल्यासारखी गांवातील पाटील,शेतकरी,सावकार दया दाखवतील.अशी आशा ठेवण्यात गैर नाही.आज जाती जातीत पाटील,शेतकरी सावकार तयार झाले.ते उपकार करण्यासाठी किंवा समाजावर कायम दबाव राहण्यासाठी मदत करतील.हि अपेक्षा ठेवणे कितपत योग्य आहे.असे सर्व चित्र कोरोनामुळे निर्माण झाले त्यामुळेच कामगार दिन झाला.त्याला आता एकाच वेळी अनेक संकटाना तोंड देणे आवश्यक आहे.कोरोनामुळे असंघटीत कामगार जात्यात तर संघटीत सुपात आहेत.म्हणूनच त्याने आता तरी बाबासाहेब डोक्यात घेणे अति आवश्यक आहे.
डॉ.बाबासाहेब आंबेडकरांनी १५ ऑगस्ट १९३६ ला त्यांनी स्वतंत्र मजूर पक्षाची स्थापना केली. तेच अध्यक्ष होते. पक्षाचा जाहीरनामा’टाइम्स ऑफ इंडिया’ या इंग्रजी दैनिकात पहिल्यांदा प्रकाशित करण्यात आला होता. या जाहीरनाम्यात ध्येय -धोरणे अतिशय सूक्ष्म पद्धतीने विचार करून ठरविली होती.भारत कृषिप्रधान देश आहे.८५ टक्के लोक शेतीशी संबंधित उद्योग धंद्याशी जोडले असतात. ८५ टक्के कामगार पैकी ३० टक्के कामगार,मजदूर संघटित झाले तर सर्व ठिकाणी आपले मजदूरांचे लोकप्रतिनिधी निवडून आणतील मजदूरांना न्याय हक्क व अधिकार मिळतील.अशी त्यांची धारणा होती.त्यासाठी त्यांनी अनेक योजना तयार केल्या होत्या ब्रिटिशांनी त्यांना १९४१ झाली मंत्रिमंडळात घेतले तेव्हा त्यांना आवडीचे खाते मजूर मंत्री पद मिळाले होते. त्यांनी सनदशीर मार्गाने अनेक कायदे मजूर करून घेतले पण त्यांची अंमलबजावणी तेव्हा १९४१ साली ते आज २०२० पर्यंत सुद्धा झाली नाही. त्याला केवळ राज्य व केंद्र सरकारच जबाबदार नाही.तर हा ८५ टक्के कामगार मजूर समाज ही तेवढाच जबाबदार आहे. तो मजुरी साठी कायमस्वरूपी लाचारी पत्कारतो जो त्यांना रोजीरोटी देतो त्यांचाच तो मानसिक शारीरिक गुलाम होतो.असंघटीत कामगारांची फौज वाढण्यात संघटीत कामगार ही काही प्रमाणात जबाबदार आहेत.म्हणूनच कोरोनामुळे असंघटीत कामगार जात्यात तर संघटीत सुपात आहेत.
कोरोनामुळे हे शहरातून गावांकडे जाणारे लोक दिसतात पण ते सर्वच असंघटित कष्टकरी कामगार मजदूर आहेत.त्यांची नोंद त्यांच्या गांवी नाही आणि जिथे ठेकेदारांकडे सुद्धा नाही.सरकारने किती ही लेखी जी आर कडून आश्वासन दिले तरी शहरातील बहुसंख्येने कामगार मजदूर राहती जागा खाली करून गांवाकडे का निघाला यांचा गांभीर्याने विचार सरकारी यंत्रणा, प्रशासकीय अधिकारी वर्ग का करीत नाही. कारण कामगार विभागांचे प्रशासकीय अधिकारी आणि बिल्डर यांचे आर्थिक साटेलोटे हे राजकीय आशीर्वादा शिवाय यशस्वी होत नाही.म्हणूनच २२ मार्चला रात्री २३ मार्च पासुन लॉक डाऊनची घोषणा होते आणि २२ मार्चलाच लेबर सप्ल्यायरनी रात्री झोपड्या खाली करण्याचा आदेश दिला असतो. त्यामुळे लाखो लोक रस्त्यावर आले.हे सर्व सांगतात लिहतात पण त्या बिल्डर ठेकेदारांवर कोणतीही कारवाई होण्या बाबत कोणीच बोलत नाही. त्यामुळेच मोठ्या संख्येने असलेला हा असंघटित कामगार दिन झाला असला तरी संघटीत कामगारांचे सुद्धा दिन फारसे चांगले नसतील.हे ही तेवढेच खरे आहे.
डॉ बाबासाहेब आंबेडकर नसते तर आणखी किती वर्षे गीतेत सांगितल्याप्रमाणे “कर्मण्ये वाधिकारस्ते मा फलेषुकदाचन” कर्मच करीत राहिला असतो.किती भारतीयांना माहित आहे जिथे हा देश जातीवादाने पूर्ण पोखरून निघाला असताना, जिथे माणसाची जात व वर्ण पाहून किंमत ठरत असे, अश्या या भारतात शेतकरी शेतमजूर,कष्टकरी रोजंदार मजूर यांचे जगणे किती हलाखीचे दारिद्रयाचे असतील याची कल्पना सुद्धा केली तरी अंगावर शहारे येतात, जिथे बहुसंख्य(ओबीसी) यांनाही शुद्र म्हणून अपमानित केले जात असेल तिथे गरिब लाचार मजुराची काय अवस्था असेल.
सुविधा सवलती हे नावच कधी ऐकले नसावे मागील सात पिढ्यांनी मजुराचे जीवन म्हणजे नरक यातना आहेत.फरक एवढाच कि पहिला गांवात सर्व सहन करावे लागायचे कुठे हि ना दाद?.ना दखल ?. घेतली जात होती. आता खेडे सोडून शहरात आलेली लोक कोण आहेत.बहुसंख्येने मागासवर्गीय ओबीसी,एस सी,एस टी,विजेएनटी भटके,विमुक्ते, आदिवासी आणि अल्पसंख्याक हे सर्व असंघटीत कष्टकरी मजदूर आहेत. त्यात उत्तम कुशल कारागीर,वेगवेगळ्या कामाचे विशेष कौशल्य असलेले कारागीर आहेत.तेच लेबर सप्ल्याय करणारे ठेकेदार सुद्धा आहेत.यांचे थोडे फार जीवनमान सुधारलेले असेल पण शोषण करण्याची मानसिकता फारसी बदलली नाही.
असंघटीत कष्टकरी मजदूर रोजंदारीचे जीवन म्हणजे रोजचा काटेरी वनवास.अश्या भीषण परिस्थितून बाहेर काढावयास कोणी मायचा लाल 33 कोटीदेवातून तेव्हा ही अवतरला नाही,आणि आता ही नाही. जिथे गीताच म्हणते,”कर्मण्ये वाधिकारस्ते मा फलेषु कदाचन” अर्थात,कामगारानो दिवस रात्र फक्त घाम गाळा,मेहनत करा,सवर्णांची सेवा चाकरी करा, त्यांची धुनीधुवा, त्यांच्या शेतात राबा, त्यांचा मैला साफ करा, जीव तोडून कष्ट,मजुरी करा मात्र त्याची किंमत मजुरी मांगू नका. कारण मैला साफ करणे हेच तुमचे कर्म,तुम्ही नीच कुल्षित आहात म्हणून फळाची अपेक्षा करू नका.हीच शिकवण आता ही दिली जाते.कोरोना परदेशातून आला त्यामुळे मंदिरे बंद आहेत.अन्यता जागोजागी होम,यज्ञ,महापूजेचे आयोजन करण्यात आले असते. देव आज्ञा समजून अढीच हजार वर्षा पासुन हे सर्व बहुसंख्येने मागासवर्गीय ओबीसी,एस सी,एस टी, विजेएनटी भटके,विमुक्ते,आदिवासी आणि अल्पसंख्याक समाज म्हणजेच सर्व असंघटीत कष्टकरी मजदूर करीत आले आहेत.कालच माझ्या एका ग्रुपवर भव्य गणपती मृर्ती हातात त्रिसूल घेऊन कोरोनाचा नाश करणारा बनविल्या जात आहे.ही पोस्ट आली. म्हणजे तुम्ही किती हि संकटात असा तुमची सुटका करणारा देव तुमच्यावर थोपविण्यासाठी ते संपूर्णपणे तयारीत आहेत.
डॉ बाबासाहेब आंबेडकर यांनी सर्व प्रकारचे शोषण पाहिले होते त्या विरोधात वेळोवेळी निवेदन ब्रिटिशांच्या दरबारात सदर करून त्यांचेच निबंध लिहून विद्यापीठात सादर करून पी एच डी घेतल्या आहेत. असंघटीत कष्टकरी शेतकरी मजूरांच्या अन्याय अत्याचारांच्या घटना डोळ्यासमोर असतांना. त्यावर कशी मात करावी यांच्या संधीच्या शोधत असताना, ब्रिटीश राजवटीत डॉ बाबासाहेब आंबेडकरांना मजूर मंत्री पदावर काम करावयाची संधी मिळाली आणि देशातील तमाम मजुरांचे दिवस पालटले.असंघटीत संघटीत झाले.कायमस्वरूपी कामगार झाले. किमान वेतन किमान जमीनधारणा हा आयोग कधी आला आणि त्याने आज पर्यंत काय केले.आज देशात किमान वेतन आयोग कुठे आहे.आणि तो जर असता तर कोरोनाच्या संकटाने शहरातील इमारत बांधकाम कामगार असा रात्रोरात सैरावैरा गांवाकडे पळत सुटला असता काय?.
देश आज संकटात असतांना फक्त सरकारी कर्मचारी कोरोना महासंकटाला तोंड देत आहे. कोरोना बाधित होऊ म्हणून जवळचे नातलग रुग्णापासून पळ काढतात.मृत्यूच्या दारात फक्त सरकारी कामगार कर्मचारी उभा आहे.त्याच्या सुरक्षेसाठी त्याला योग्य साधन उपलब्द नसतांना ही तो कोरोना रुग्णाचा इलाजपासून तर अंत्यसंस्कार पर्यंत तो सर्व जबाबदारीने काम करीत आहे. देशसेवेसाठी कुटुंब पणाला लाऊन काम करणाऱ्यांचे इतिहासात सुवर्ण अक्षरात नांव लिहल्या जाते.ते हजारो पिढ्यांना प्रेरणा देतात.देश द्रोही मेहुल चोकसी विजया मल्ल्या,रामदेव बाबा सह ५० कर्ज बुडव्यांचे ६८ हजार ६०७ कोटी रुपयांचे कर्ज माफ करतांना मोदी सरकारला रीतिजोरीवर दरोडा वाटत नाही.परंतु सरकारी कामगार कर्मचाऱ्यांचा महागाई भत्ता,इतर सवलती देतांना मोदीच्या पोटात प्रचंड वेदना होतात.कोरोनामुळे असंघटीत कामगार जात्यात तर संघटीत सुपात आहेत..सरकारी सार्वजनिक उद्योगधंदे चांगले उत्पन्न देत असतांना त्यांचे खाजगीकरण मोदी सरकारने केले.
राष्ट्रीय पातळीवरील बारा ट्रेड युनियन यांनी त्याविरोधात काय केले?.
देश संकटात असतांना आता खाजगी मनुष्यबळ देशसेवेसाठी उपलब्द होणार आहे काय ?. म्हणूनच सर्व सरकारी कामगार कर्मचारी वर्गाने संघटीत होऊन देशसेवेसाठी संविधानिक मार्गाने बळकटीकरण करा.आणि शासकीय यंत्रणा लोकशाहीच्या संविधानात्मक तत्वाने सक्षम करा.मनुवादी मानसिकता फेकून द्या कामगार कर्मचाऱ्यात भेदभाव करू नका.तेव्हाच ते एकदिलाने देशसेवा चांगल्या प्रकारे करतील.एकदाच नाही तर पुन्हा पुन्हा कोरोनाला हद्दपार करण्यासाठी तयार राहतील.त्यांच्या कामाला,कष्टाला, त्यागाला नुसता मानाचा मुजरा करून सलाम करा.
