लोकशाहीचे दोन शत्रू -एक हुकूमशाही आणि माणसा-माणसात भेद मानणारी संस्कृती.-डॉ.बाबासाहेब आंबेडकर

भागनीनो आणि बंधुनो ,लोकशाहीचे प्रामुख्याने दोन शत्रू आहेत.एक म्हणजे हुकूमशाही आणि दुसरी म्हणजे माणसा-माणसात भेद मानणारी नीती किंवा संस्कृती.अमेरिकन स्वातंत्र्यासंबंधी उदगार काढताना बकल प्रतिपादितो की ,हुकूमशाहीमुळे निर्माण झालेली शक्ती किंवा सामाजिक संघटना कायम टिकू शकत नाही.कारण हुकूमशाही प्रेरणाही मूळातच अबाधित स्वरूपाची नाही .ती प्रेरणा काढून घेतली की ,ती संघटना गडगडते आणि म्हणूनच कम्युनिझम ची राजवटही अबाधित नाही .त्याचप्रमाणे मा ण सा -माणसात भेद करणारी नीती, सामाजिक,आर्थिक भेद बुद्धिपुरस्कर करणारी संस्कृती ह्या दोन्हीही लोकशाही स्वरूपाला मोठे धोके आहेत.
हिंदू धर्मपुरते बोलायचे झाल्यास त्याचे प्रामुख्याने तीन ढोबळ वर्ग पडतील .पहिला खालचा पददलित वर्ग.ह्या वर्गाची सामाजिक व आर्थिक गळचेपी धर्माने घालून दिलेली आहे. दुसरा वर्ग ब्राह्मणेत्तर व मागासलेले वर्ग यांचा आहे. हा वर्ग तुलनात्मकदृष्टया स्थितप्रज्ञ असा आहे .या वर्गात स्थित्यंतर व बदल व्हायला शिक्षणाच्या अभावी ,नव्या जाणिवेच्या अभावी थोडा जास्त वेळ लागेल. तिसरा व शेवटचा वर्ग म्हणजे ब्राम्हण व तत्सम जातीचा आहे या वर्गासाठी मात्र या धर्मात विशिष्ट अधिकार व हक्क आहेत. हा वर्ग त्यांच्या अधिकारावर व उपभोगावर अतिक्रमण झाल्यावर काळानुसार बदल तर राहतोच ,पण वेळी प्रतिकार केल्याशिवाय राहणार नाही कारण त्यांना धर्माने दिलेले उच्च स्थान टिकवायचे आहे व म्हणूनच त्यांना अशा तऱ्हेचा धर्म मुद्दाम टिकवायाचा आहे.त्यांची दृष्टी होणाऱ्या बदलाकडे अधिरतेने पहाते व त्यांचे विचार वेदापलीकडे निर्भेळपणे (intellectual interpretation)पाहू शकत नाही. पण मी बहुजन समाजाची उपेक्षा करू शकत नाही .म्हणूनच मी माझ्यावरची सर्व टीका लक्षात घेऊनही बुद्ध धम्माच्या या देशातील भविष्याविषयी अगदी आशावादी आहे.
ब्रह्माच्या तोंडातून ब्राम्हण,बाहुतून क्षत्रिय ,पोटातून वैश्य व पायांतून शूद्र निर्मिती यावर आधारभूत झालेली हिंदू धर्मरचना ही मानवतेचा अपमान करणारी ,बुद्धीचा भेद करणारी व ईश्वराचा द्रोह करणारी अशीच आहे आणि अशा तऱ्हेच्या धर्मरचनेत समता कधीच नांदू शकत नाही .या व्यक्तिविकास कधीच पूर्ण होऊ शकत नाही आणि म्हणूनच संपूर्ण विचाराअंती मला वाटते की ,खालच्या वर्गाने या विचारसरणीविरुद्ध बंड पुकारले पाहिजे .नव्हे ती त्यागली पाहिजे.याचा अर्थ असा की ,अशा तर्हेचा हा धर्म सोडून सर्व समतेची मानवी ऐक्याची घालून दिलेली बुद्धाची शिकवणूक त्याने अंगिकारली पाहिजे. म्हणून माझ्या सर्व बांधवाना शेवटची हाक देत आहे ,मुक्ती साधायची असेल तर राज्य आणि धर्म (State & Church) यांचे विभक्तीकरण करून जी युद्धे झाली ती त्या इतिहासातील मोठी चूक आहे. धर्माची मानवी जीवनातून अशी फारकत करता येत नाही,उलट धर्म मानवी जीवनाचे सर्वांग आहे; अधिष्ठान आहे.तो सर्व बाबींचे मूळ अंत:प्रेरणा आहे .ही गोष्ट कुणीही विचारवंत दुर्लक्षू शकत नाहीत.रोमचा ऱ्हास (fall & decline of Rome) या गीबनने लिहिलेल्या पुस्तकातील काही भाग वाचला ,तर एक गोष्ट स्पष्टपणे निदर्शनाला येते की,ख्रिश्चन धर्माची चाहूल लागताच उमरावांच्या (Patritious)जुलूमाला कंटाळून निवर्यवाचून संध्याकाळच्या जेवणाची फिकीर करीत रस्त्यावर भटकणाऱ्या गुलामांनीच तो पहिल्यांदा जीवनमुक्ती (Solvation)म्हणून कवटाळला. रोम देशात गुलामांनीच ख्रिश्चन धर्मांचे पाहिले पाऊल उमटविले हा एक मोठा ऐतिहासिक दाखला (Historical Reality)आहे आणि म्हणून भोवतालच्या परिस्थितीचे अवलोकन करता आपल्यावर होणाऱ्या अन्याय(Injustice)व जुलुमातून (Torcher)बुद्ध धम्माचे बिजरोपण झाल्याशिवाय राहणार नाही.
हिंदू धर्म विषमतेवर (Discrimination)आधारभूत झाल्याचे मी स्पष्ट केले आहेत व दुसरा मोठा पौर्वात्य धर्म मुसलमानी (Muslim Religion )हा होय .हा धर्म बंधुभावाबद्दल (Brotherhood)ख्यातनाम आहे.पण ही बंधुता त्यांच्या धर्मापूरतीच मर्यादित आहे. त्यात प्रामुख्याने मानवता (Human Brotherhood) याचा अभाव आहे.बुद्ध धम्म सर्व मानवांना समानतेचे अधिकार देतो .त्या धम्मातच मानवी जीवनातील योग्य आदर (Respect for human being )आहे.त्यात अशा तऱ्हेची भेदनीती (Discrimination)नाही .बुद्ध धम्म हाच खरा समतेचा धम्म आहे .मी या कार्याला थोडा उशीर केला .याबद्दल मला थोडे वाईट वाटते.नाहीतर मी आजमितीला त्या बिजरोपणाची फळे पहिली असती .माझ्या समाजातील शेकडा ९० टक्के लोक माझ्या म्हणण्याला रुकार देतील याबद्दल मला यत्किंचितही संदेह वाटत नाही.टीकाकार काहीही म्हणोत मला मात्र बुद्ध धम्माचे या देशात पुन:जोमाने पुनर्जीवन होणार आहे याचे स्पष्ट दृश्य (Vision)दिसत आहे व त्याबद्दल मला तिळमात्र संदेह वाटत नाही.
सद्यस्थितीत माणसाला धर्माची काय जरूर आहे,अशा अर्थाची टीका काही लोक करतात.पण मला वाटते हे लोक मानवी समाजाच्या धरणेसाठी धर्माची किती आवश्यकता आहे हीच गोष्ट विसरतात.मानवी समाजाला धर्माने दोन देणग्या दिल्या आहेत आणि त्या म्हणजे मानवी जीवनात ऐक्य अबाधित करणारी मानसिक प्रेरणा निर्माण करणे.धम्मामुळे मानवी ऐक्याला पोषक असे एका विशिष्ट तऱ्हेचे मानसिक वातावरण निर्माण होऊ शकते व दुसरे म्हणजे मानवी समूहात धम्मच समता निर्माण करू शकतो .या दोन महत्त्वाच्या कसोट्यामुळे सद्यस्थितीत समता निर्माण करून चांगल्या तर्हेने लोकशाही नांदावयाची असेल, तर धम्माची अत्यंत आवश्यकता आहे.
