‘राखीव जागां’वर महाराष्ट्र विधिमंडळाचे विशेष अधिवेशन बुधवारी 8 जानेवारीला भरत आहे। राखीव जागा हा अनुसूचित जाती/ जमातींना समान संधी आणि लोकसंख्येच्या प्रमाणात प्रतिनिधित्व मिळण्यासाठी देण्यात आलेला संविधानिक अधिकार आहे। त्याद्वारे त्या समाजांसाठी असलेल्या शिक्षण आणि नोकऱयांतील आरक्षणाला राज्यघटनेने कोणतीही कालमर्यादा घातलेली नाही। 10 वर्षांची कालमर्यादा ठरवण्यात आली होती, ती राजकीय आरक्षणाला म्हणजे राखीव मतदारसंघाना। मात्र ती कालमर्यादाही दर 10 वर्षांनी आजवर वाढवण्यात आली आहे। त्याला नोकऱयांतील आरक्षणावर खासगीकरणाचा बुलडोझर फिरवणारे भाजपचे मोदी सरकारही अपवाद नाही।
केंद्रातील मोदी सरकारने अनुसूचित जाती/ जमातींचे राजकीय आरक्षण आणखी 10 वर्षांनी वाढवण्याचा निर्णय अलीकडेच घेतला आहे। त्या पार्श्वभूमीवर, केंद्र सरकारच्या निर्णयाची पाठराखण करण्यासाठी राज्या राज्यातील विधिमंडळाची अधिवेशने पार पडत आहेत। महाराष्ट्र विधिमंडळाचे विशेष अधिवेशन त्याचाच भाग आहे। त्यामुळे हे अधिवेशन विशेष असले तरी त्यात ‘विशेष’ असे काही नाही।
खरे तर, आरक्षण धोरणाच्या राज्यातील अंमलबजावणीचे कठोर ऑडिट करत त्याच्या फलनिष्पत्तीचा आढावा घेण्यासाठीच विधिमंडळाचे विशेष अधिवेशन पार पाडण्याची गरज आहे। नोकऱ्यांमध्ये अनुसूचित जाती जमातींना आरक्षण असले तरी ते इमानदारीने त्यांच्या पदरात कितपत पडू दिले जाते? नोकऱयांतील त्यांचा बॅकलॉग मोठ्या प्रमाणात शिल्लक ठेवण्याकडेच राज्यकर्त्यांचा आणि प्रशासनाचा कल असतो, हे आता जगजाहीर झाले आहे। त्यामुळे राजीव गांधी यांच्या पंतप्रधान पदाच्या कारकिर्दीत अनुशेष भरून काढण्यासाठी विशेष भरती मोहीम राबवण्याचे आदेश केंद्र सरकारला काढावे लागले होते। महाराष्ट्रात तर अनुशेषांचे सोडाच,सरकारी नोकऱयांत बोगस दलित- आदिवासींनी मोठ्या प्रमाणात बनावट प्रमाणपत्राद्वारे घुसखोरी केल्याचाही प्रश्न मोठा आहे। पण ते सारे घुसखोर आपला सेवाकाल पूर्ण करून आरामात पेन्शन मिळवत निवृत्त झाले तर नवल वाटायला नको।
महाराष्ट्रात अनुसूचित जाती जमातींच्या विद्यार्थ्यांच्या शिष्यवृत्तीचीही बोंब आहे। तर दुसरीकडे, त्या समाजाच्या विकासासाठो लोकसंख्येच्या प्रमाणात दिला जाणारा विशेष घटक योजनेचा निधी अन्यत्र वळवण्याचे प्रकार पूर्वी घडले होते। पण फडणवीस सरकारच्या काळात तर विशेष घटक योजनेचा 14 हजार कोटींची निधी वापराविना लॅपस झाला आहे। या प्रश्नावर श्वेत पत्रिका काढण्यात यावी, अशी मागणी माजी सनदी अधिकारी ई झेड खोब्रागडे हे गेली पाच वर्षे करत आले आहेत। पण त्याला महाराष्ट्र सरकारने कोणताही सकारात्मक प्रतिसाद अद्याप तरी दिलेला नाही।
राजकीय आरक्षणाच्या मुदतवाढीबद्दल बोलायचे झाले तर अनुसूचित जाती जमातीच्या वाढत्या लोकसंख्येच्या प्रमाणात त्यांच्या राखीव वार्डाची/ मतदारसंघाची संख्या वाढवण्याबाबत तरी प्रामाणिकपणा राज्यकर्त्यामध्ये आहे कुठे? 2020 ची जनगणना आता होत आहे। पण 2011 च्या जन गणनेची आकडेवारी हाताशी उपलब्ध असतानाही 2014 आणि 2019 अशा दोन लोकसभेच्या आणि विधानसभेच्या निवडणुका अनुसूचित जाती जमातींचे मतदारसंघ न वाढवताच पार पाडल्या गेल्या। अर्थात, या खऱ्या खुऱ्या समाज हिताच्या प्रश्नांवर राखीव मतदारसंघातून निवडून गेलेले आमदार, खासदार जसे तोंड उघडत नाहीत, तसेच दलित मागासांचे पक्ष संघटनाही या मुद्यावर रस्त्यावर उतरून लढायला तयार दिसत नाहीत।
