बाप रे! बौद्धांची जात प्रमाणपत्रे बेकायदा!!
मुंबई,दि 8 ऑक्टोबर: महाराष्ट्रात 1990 पासून गेली तब्बल 30 वर्षे बौद्ध समाजाला राज्य सरकार देत आलेली जात प्रमाणपत्रेच बेकायदा असल्याचे धक्कादायक वास्तव उजेडात आले आहे।
कोणत्याही शासन निर्णया (जीआर) शिवाय लागू करण्यात आलेल्या त्या जात प्रमाणपत्रांमुळे केंद सरकारच्या सवलतींपासून बौद्ध समाज 63 वर्षे वंचीत राहिला आहे। त्यातून त्या समाजाच्या तीन पिढ्याचे केंद्रातील नोकऱ्या आणि उच्च शिक्षणाच्या बाबतीत मातेरे झाले आहे।
माजी पंतप्रधान दिवंगत व्ही पी सिंग यांच्या जनता दल सरकारने 1956 च्या धर्म परिवर्तनानंतर 34 वर्षे केंद्रातील सवलतींना मुकलेल्या बौद्ध समाजाला न्याय देण्याची महान कामगिरी केली होती। त्यांनी 3 जून1990 रोजी त्यासाठी महत्वाची घटना दुरुस्ती केली होती। त्याद्वारे ‘ बौद्ध’ हा शब्द 1950 सालच्या अनुसूचित जाती आदेशात समाविष्ट करण्यात आला। त्यामुळे हिंदू आणि शीख धर्माला मानणाऱ्या अनुसूचित जातींप्रमाणे बौद्ध समाजही केंद्र सरकारचे आरक्षण आणि तत्सम सवलतींना पात्र ठरला होता।
व्ही पी सिंग यांच्या त्या ऐतिहासिक घटना दुरुस्तीपूर्वी 1962 ते 1990 या 28 वर्षाच्या काळात बौद्ध समाजाला एकट्या महाराष्ट्रातच नोकऱ्या आणि शिक्षणासाठी आरक्षण लागू होते। डॉ बाबासाहेब आंबेडकर यांनी 14 ऑक्टोबर 1956 रोजी नागपुरात घडवलेल्या धम्मक्रातीनंतर गमवाव्या लागलेल्या बौद्धांच्या सवलती रिपब्लिकन सेनानी कर्मवीर दादासाहेब गायकवाड आणि ज्येष्ठ काँग्रेस नेते यशवंतराव चव्हाण यांनी राज्यापुरत्या वाचवल्या होत्या।
केंद्र सरकारचा आदेश धाब्यावर ?
बौद्धांना केंद्रातील सवलतींना पात्र ठरवणाऱ्या घटना दुरुस्तीनंतर व्ही पी सिंग सरकारने देशभरातील अनुसूचित जातींसाठी जात प्रमाणपत्राचा एकच आणि समान नमुना ( अनुक्रमांक:6) लागू केला होता। त्यापाठोपाठ राज्य सरकारनेसुद्धा 8 नोव्हेंबर 1990 रोजी एक जीआर काढून बौद्धांनाही नमुना क्रमांक: 6 प्रमाणेच जातीची प्रमाणपत्रे देण्याचे आदेश दिले होते। इतकेच नव्हे तर, बौद्धांना त्यापूर्वी 1 ऑक्टोबर 1962 च्या जीआरनुसार, नवबौद्ध म्हणून दिल्या जाणाऱ्या जात प्रमाणपत्राचा जुना नमुना 1990च्या नव्या जीआरद्वारे रद्दबातल करण्यात आला होता। मात्र बौद्धांच्या नव्या नमुन्यातील जात प्रमाणपत्रामुळे केंद्र आणि राज्य सरकाचेही पूर्वीचे धाब्यावर बसवण्यात आले आहेत।
जात प्रमाणपत्राचा
नमुना क्रमांक:7 बेकायदा…?महाराष्ट्रातील नोकरशाहीने मात्र केंद्र आणि राज्य सरकारच्या आदेशाना हरताळ फासला। त्यांनी बौद्धांच्या जात प्रमाणपत्रासाठी नमुना क्रमांक:6 ऐवजी नवे क्रमांक : 7 चे स्वतंत्र नमुन्यातील जात प्रमाणपत्र कोणत्याही शासन निर्णया (जीआर) शिवाय लागू केले। या नमुन्यातील जात प्रमाणपत्र हे केंद्र सरकारने अमान्य आणि अस्वीकारार्ह ठरवले आहे। त्यामुळे व्ही पी सिंग सरकारने दिलेल्या केंद्र सरकारच्या सवलती गेली तीन दशके बौद्ध समाजाला नाकारल्या जात आहेत। बेकायदा जात प्रमाणपत्राचा मुद्दा गणराज्य अधिष्ठानचे सरचिटणीस, ज्येष्ठ पत्रकार दिवाकर शेजवळ यांनी चव्हाट्यावर आणला आहे।
आज नागपूर येथील दीक्षाभूमीसहित राज्यात 63 वा धम्मचक्र प्रवर्तन दिन साजरा होत असून केंद सरकारच्या सवलतींबाबत बौद्ध समाजाची एकूण सहा दशके घोर फसवणूक झाल्याचे समोर आले आहे। त्याचे महाराष्ट्रभर तीव्र पडसाद उमटण्याची दाट शक्यता आहे।
